Senior Manager of Policy, Public Sector

Rhoda Washington serves as the Senior Manager of Policy, Public Sector at ITI. With over 10 years’ experience with Fortune 10 companies, leading bioethics, labor, and government organizations - Rhoda has provided oversight and direction in the areas of Legislative, Regulatory and Compliance Issue Management, Integrated Strategic Planning & Data-Analytics, Crisis Communications, Messaging, Partnerships, Campaign & Grassroots Organizing, and Media Advocacy. While serving as the On-The-Record Spokesperson, she gracefully navigated through some of the Northeast Region’s most challenging legislative issues.

Before joining Watts Partners, Rhoda served as LiUNA’s Senior Director of Government Relations & Campaign Strategies, where her successful legislative campaigns led to the amendment of the District of Columbia’s First Source Policy – providing hundreds of labor jobs where she oversaw the construction of the Historic 11th Street Bridge – her advocacy championed Prince George’s County’s Project Labor Agreement - the very first in the State of Maryland.

A proven strategist and tactical planner, Rhoda has led regional and national bipartisan coalitions and alliances to overcome challenging legislative and policy issues. Rhoda’s tactics bridged common-ground legislation with policymakers, business, and labor union organizations throughout the Northeast Region – and she brokered the historic MOU & Gentleman’s Agreement between Labor and Walmart. A landmark deal that landed then CEO & President Lee Scott on the cover of Forbes and granted the company membership with the U.S. Conference of Mayors under Mayor Palmer’s (Trenton, NJ) leadership. Her business development and commercial real estate expertise provide a unique perspective to project management, government relations, media advocacy, and messaging -through the use of data-analytics and demographic analysis – buttressing the Northeast Region’s NIMBY resistance.

Rhoda’s abilities to forge regional partnerships amongst business, government and non-profit leaders, directly led to the development of the very first 4 Walmart Retail Stores in the Greater Washington, D.C., Philadelphia, PA and Chicago, IL Metropolitan Regions. Her advocacy and legislative work are solely responsible for more than 50,000 jobs throughout the Northeast Region and over $1 billion in retail sales.

Rhoda served in appointed positions with Maryland State and Prince George’s County governments. Active in local elections and state activities as a campaign strategist and activist, Rhoda also served over six years on the board for the Greater Baltimore National Urban League, Prince George’s County Housing Advisory Committee and the National Aquarium, appointed by Deputy Secretary John Porcari, U.S. Department of Transportation. She remains active in several State & Local electoral campaigns providing Strategic Advice for Communications, Grass-tops/roots Strategy & Organizing and Media Advocacy & Messaging.
